An owner’s agent is your energy expert and trusted guide. They sit on your side of the table during energy project development and vendor negotiations, and help you to manage, control, and accelerate projects.

Energy construction projects can be complicated, expensive, and unfamiliar. But an owner’s agent can bridge your resource and knowledge gaps without requiring any increase in staffing, and while keeping you in complete control of the project.

As your owner’s agent, we can help with any phase of your project. You’ll get the expertise to get projects going, keep them moving, get the best results, and make sure that your vendors deliver on their promises.

» Procurement phase

You want the ESCO that is the best fit for your needs. We work with you during this initial phase to make that happen by:

  • Identifying the buildings to include in the project
  • Assembling information about those buildings so ESCOs can provide a meaningful bid
  • Drafting a Request for Proposals if necessary, for public or private organizations.
  • Reviewing the bids that you receive
  • Choosing a finalist

» Contracting phase

When it’s time to negotiate a contract, Peregrine brings nearly two decades of experience with contract negotiations to your side of the negotiating table to make sure that you match the ESCO’s contract savvy with your own. Our aim is to ensure that you understand and are comfortable with every part of the deal. Specifically, we can:

  • Participate in meetings between you and the ESCO and help you to understand whether the terms and conditions under consideration are fair and reasonable
  • Explain the implications of each contract provision – both those proposed by the ESCO and those that you propose
  • Review contract documents being negotiated to ensure that they provide protections for your organization

» Audit and engineering phase:

Once the project is under way, your chosen ESCO will perform detailed building audits to determine exactly what they want to do, what it will cost, and the savings that you will see as a result of that work. Peregrine can provide oversight during this entire process to ensure that proposals, pricing, and savings projections are thoroughly vetted. We can:  

  • Independently visit  buildings to understand building issues and needs and ensure that the solutions and projects that your ESCO proposes are consistent with your needs and goals
  • Review the projects proposed by your ESCO and make recommendations to improve the quality, performance, and value of those projects; if needed, we can also provide a second opinion on cost estimates and suggest alternate solutions
  • Participate in meetings to finalize the package of projects that your ESCO will develop for you, with final specifications and pricing
  • Help negotiate the energy baseline to be used to track and confirm your energy savings
  • Critique the Measurement and Verification methodologies tied to any performance guarantees proposed for individual projects to ensure that they satisfy your requirements
  • Advise on additional services that your ESCO proposes within the final project package

» Design and Construction phases:

With an ally to oversee all aspects of design and construction, you can be sure you get what you have been promised. During these phases, Peregrine can:

  • Review all design submittals and equipment specifications prepared by the ESCO for accuracy and completeness, and identify missing elements or changes that must be made
  • Be your representative on an ad hoc basis to ensure projects proceed according to plan
  • Observe commissioning and testing by your ESCO to ensure your equipment has been properly installed and that controls sequences and schedules are consistent with the design intent.

» Post construction phase:

At the end of your project, you need manuals, staff training, and confirmation that new equipment is delivering the savings promised. Peregrine will make sure that these final elements receive as much careful attention as the rest of the project as we:

  • Confirm that you receive all necessary documentation, including manuals, operation and maintenance requirements, controls sequences and schedules , and warranties
  • Observe all training delivered by the ESCO and make sure questions are answered fully
  • Review Measurement and Verification testing, analyses, and report(s) to confirm that you get the savings promised.
